I’ve had chronic chapped lips ever since I was 10 years old. It’s been a long odyssey trying to find products that will keep my lips moist and also last longer than an hour or so. 
You can imagine my delight at finding Blue Q’s lip balms. They’re made from beeswax not the standard petroleum jelly. These balms don’t look or feel greasy and work well with lipstick. Bonus- they have the best packaging design ever.
My favorite has to be Lookin’ Good for Jesus lip balm (returns lips back to their virgin state). Not for the humor-impaired, of course. Blue Q’s other options like their Hot & Flashy, Queen, Boss Lady, and Plain & Thimble are equally cute and effective. All for $4.95. Some of these are flavored, but, in my experience, you smell the flavor rather than taste it.
