In Georgia, Giuliani was indicted along with 40 others for acting as part of a criminal organization to "change the outcome of the election in favor of" Donald Trump. In Arizona, Giuliani faced felony charges for his alleged role in the "fake electors" scheme.
Trump's pardon only applies to federal crimes, so while it doesn't affect state charges, the state prosecutions have more or less hit a dead end. The fact of the matter is, though, that Donald Trump is interfering with justice in a manner that serves his false narrative of having the 2020 election stolen from him. Trump also pardoned the hundreds of individuals that participated in the January 6, 2021 riot at the U.S. Capitol, including those convicted of attacking law enforcement.
